Patch for parallel CFX v11.0 solver on 64Bit

关于CFX v11.0在一些64 Bit的操作系统上无法充分使用所有CPU的问题，需要打CFX的一个补丁，内容见附件（Windows版本和Linux版本）。
This fix provides machine archtitecture detection support for new AMD Opteron(tm) and Xeon(tm) QuadCore family of processors. Typically, users attempting to run parallel CFX 11.0 solver jobs on machines with these processors may observe failures similar to the following:
"An error has occurred in cfx5solve: A CFX-5 Partitioner executable is required for this run, but none is available."
